What is PECA ?

PECA : a journey in the context of the "Pacte pour un Enseignement d'Excellence" (Pact for Excellence in Education) designed for every pupil, from the start of preschool to the end of secondary school, which is diversified, complementary, progressive and based on a Cultural and Artistic Education course.

The Cultural and Artistic Education Path is part of the first strategic axis of the "Pacte pour un Enseignement d'excellence" (Pact for Excellence in Education): "Teaching the knowledge and skills of 21st century society and encouraging the pleasure of learning, thanks to strengthened preschool education, a multitechnical and multidisciplinary core curriculum and a revised and redefined learning framework".
The aims of the PECA are to give every pupil access to cultural life, to encounter works of art, artists and cultural practices, to visit cultural facilities, and also to acquire knowledge and skills, with a focus on developing critical thinking and personal expression. This journey also offers the opportunity to experiment with cultural and artistic practices, both individual and collective, and to take an active part in cultural life, without forgetting the pleasure and motivation that these subjects give pupils. PECA is based on three ingredients: knowledge, practise and meeting other people and places.
It also aims to reinforce the cultural dimension of all areas of learning. The PECA is therefore a means for education "in" and "through" culture and the arts.
When do we start?
The PECA took effect from September 2020 across all school levels. Nevertheless, the additional budgetary resources allocated to the PECA will be prioritised according to the timetable for the gradual roll-out of the core curriculum and therefore of the ECA course (preschool education from September 2020, start of primary education in 2022-23, entire core curriculum in 2030-31).
People involved

Teachers
The CLASS TEACHER teaches the Cultural and Artistic Education course. He/she bases this on the "Référentiel de l'Education culturelle et artistique" (Cultural and Artistic Education Framework), which identifies the fundamental content and objectives of this curriculum, encourages the development of cross-curricular skills, provides illustrations and works across disciplines.
"CULTURAL REFERENT" ADVISERS (référents culturels) support schools in setting up their cultural activities, in particular through dialogue with the cultural world. Cultural operators & artists
CULTURAL OPERATORS (legal entities: not-for-profit organisations, institutions, etc.) and individual ARTISTS form partnerships with schools and use their creativity to nurture the pupils' creativity and involve the class teacher in the activities on offer.
Representatives of groups of cultural operators, positioned as "SCHOOL REFERENTS" (référents scolaires), draw on their experience of Culture-School partnerships to amplify, animate, coordinate and transpose synergies that are already alive and well in many schools. Groups of cultural operators
As part of the Cultural and Artistic Education Path (PECA), groups of cultural operators are active in each of the ten school zones.
The role of the groups of cultural operators is, among other things, to encourage and organise cooperation within the area between those involved in education and culture, between schools and local cultural operators, between artists, creators and teaching teams, as well as to aggregate and complete the cultural offer to education and to organise mediation in schools with artists, cultural operators and the ESAHR (Reduced Hours Secondary Arts Education).
The groups of cultural operators are mainly made up of local cultural operators: cultural centres, public libraries, but also recognised artistic and cultural mediation operators, benefiting from an agreement or a programme contract with the Wallonia-Brussels Federation and having legitimacy in the territory of a concertation zone.
The operators grouped together in a consortium have appointed one of them as the "school referent" (see above), who provides guidance and leadership throughout the consultation zone.
Resources for this journey
A RESOURCE CENTRE hosted under the "documentation centre" tab and accessible via the Enseignement.be and Culture.be portals provides a directory of cultural operators, a list of all the schools in the Wallonia-Brussels Federation, information on administrative or event-related matters, as well as examples of inspiring practices across cultural and artistic diversity.
